Luis A García Campuzano is a partner at Villarreal-VGF, where he heads the governance and compliance practice. Luis has represented Mexican and foreign corporations in the design and implementation of their corporate governance structures and compliance systems, and has advised business and civic organisations on proposed anticorruption legislation.

Through his work at the firm and in various non-governmental organisations, Luis has been a leader in promoting the adoption of best practices in compliance and anticorruption programs in Mexico. Luis has deep knowledge of the OECD Anti-Bribery Convention and its evolving implementation under Mexican law, and understands the challenges faced by multinational corporations required to have “effective” ethics and compliance programs under international anticorruption laws, such as the FCPA and the UK Bribery Act.

Prior to reentering private practice in 2011, Luis served as compliance officer at CEMEX, where he led the design, development and implementation of the company’s global ethics and compliance programme.

Luis is a member of the Society of Corporate Compliance and Ethics (SCCE), and obtained SCCE certification as a Certified Compliance and Ethics Professional during his tenure at CEMEX.

Luis also has considerable experience representing clients in mergers, acquisitions and dispositions, including publicly listed companies and private equity funds.

Luis obtained his law degree from Universidad de Monterrey, and holds a master of Laws (LLM) degree from Harvard University and a master of science in business (MSM) degree from Stanford University.
